In the mid-1980s, the United States Government launched an extensive multi-agency initiative to dismantle major national and international narcotics organizations and incarcerate drug kingpins. Aurora was charged with developing an Annual Report for the President and the U.S. Congress that became the most current analysis of one of the Federal Government’s largest integrated programs.
| As the Organized Crime Drug Enforcement Task Force completed its sixth year of operation, the U.S. Government requested Aurora to evaluate the program’s effectiveness at eliminating targeted drug cartels. |
Over a three year period, Aurora provided key analytical and evaluation technical assistance to this program: documenting case selection, management and effectiveness; analyzing case-flow, agency mix and human resource allocation; identifying cost-benefits and asset forfeiture procedures, maintenance and financial returns; assisting in the development and implementation of administrative and management systems; and providing evaluation reports and personal briefings to senior FBI officials, the Attorney General and the U.S. Congress.
