Managing ChangeThe Institute for Computer Sciences and Technology, as a part of the Department of Commerce, was the lead institution that guided federal agencies in the selection, acquisition and effective use of computer equipment. Its mission is delivering answers on time, every time.
| Aurora produced the definitive study of federal
computers and managed the five-year development of the Institure, including forecasting,
trend projections, cost/benefit analysis and management, reporting and evaluation systems. |
Aurora researched and projected the effect of computer industry trends on the Institute, creating an automated directory system and national surveys that improved the organization's efficiency and performance. Aurora also created the Institute's first public/private sector technology user group symposia and developed the organization's first cost/benefit analysis software.

Delivering results on time and under budget
Oliver T. Carr & Company, a major private sector developer, contracted with Aurora to manage the installation of LANs and oversee telecommunications equipment training for their three major regional offices in Maryland and Virginia. Aurora conducted a requirements analysis, generated technical specifications; prepared bid requests; identified qualified vendors and solicited bids. After evaluation of the bids by Aurora, the installation and training at all three sites was completed on time and under budget.
